Understanding Allegany County Releases
A release record marks the end of custody at one institution or a move to another custodian. It is not the same as an arrest record, a court docket, or a live roster entry. The official Allegany County inmate portal is headed “List of Inmates Currently Held.” That phrase defines its scope. An active result supports county custody at the time of the search. When the name is gone, the portal does not say whether the person entered the community, transferred, went to a hospital, or moved under another agency’s hold.
Custodian identity matters in Allegany County. The Allegany County Detention Center is a county jail. North Branch and Western are Maryland state prisons. FCI Cumberland is federal, while Green Ridge Youth Center is a confidential juvenile system. Each creates a different discharge or movement record. A county release sheet is requested from the Sheriff or Detention Center. A state discharge belongs to the Maryland Department of Public Safety and Correctional Services, known as DPSCS. A federal release is checked through the Bureau of Prisons. The correct record starts with the place that actually held the person.
- Discharge
- The recorded end of custody under the controlling sentence or authority.
- Time served
- A release tied to completion of the custodial time ordered or calculated in the case.
- Detainer
- A request or authority that may send a person to another custodian instead of into the community.
- Transfer
- A change of facility or agency while custody continues.
Allegany County Release Types
The release code and destination answer different questions. Bond or recognizance usually changes pretrial custody without deciding the charge. A sentence may end through time served or expiration. Probation places a person in the community under a court-ordered term. Parole and mandatory release concern state correctional sentences and may keep the person under legal conditions. A court dismissal, acquittal, or nolle prosequi is a case result, but release follows only if no other sentence, warrant, or detainer remains.
| Release or movement | Meaning | Next record to check |
|---|---|---|
| Bond or recognizance | Pretrial jail custody ends under a court order. | Maryland court docket and county release transaction |
| Time served or expiration | The custodial part of the sentence has been completed. | Commitment, sentence calculation, and actual discharge record |
| Probation | The court orders community supervision, sometimes after jail time. | Court disposition and Division of Parole and Probation |
| Parole or mandatory release | State prison custody changes under statutory conditions. | DPSCS, Maryland Parole Commission, and supervision records |
| Transfer or detainer | Custody continues with another facility or agency. | Receiving county, DPSCS, BOP, or ICE system |
A missing roster result cannot choose among these outcomes. Confirm the actual event and then follow the receiving system. If the release record says “transfer,” describing that event as freedom from custody would be wrong. Likewise, a parole approval is not the physical release timestamp because home-plan review, programs, detainers, or other processing may still stand between the decision and the gate.
Allegany County Release Record Fields
The live county portal displays booking-side information, including name, date of birth, inmate number, booking date and time, current status, bond information, charges, and a booking image on the tested active record. It did not publish release date, release time, release reason, destination, or an archive control. Those historical fields must be sought in the Sheriff or Detention Center record. Because Allegany County has not published a fixed release-sheet field list, the items below are fields to request, not a promise that every item will be released in every case.
| Requested field | What it can establish |
|---|---|
| Booking or inmate number | Connects the transaction to the correct custody episode. |
| Admission date and time | Marks when county custody began for that booking. |
| Release date and time | Records when the facility’s custody ended or changed. |
| Release type or code | Identifies bond, court order, time served, expiration, parole, probation, transfer, or a detainer. |
| Releasing authority | Points to the court, sentence, or agency action behind the event. |
| Destination or custodian | Distinguishes community release from continued custody elsewhere. |
| Case cross-reference | Links the jail event to the correct court case or commitment. |
Identity details should be matched carefully. A common name alone is weak proof. Use the inmate number, booking date, lawful date-of-birth information, and court case number when available. Medical, victim, security, juvenile, sealed, expunged, and active-investigation material may be withheld or redacted. Ask the custodian to release any reasonably separable nonexempt part instead of treating one protected field as a reason to abandon the whole request.
Request Allegany County Release Records
Maryland’s Public Information Act gives access to existing public records subject to exemptions. Allegany County accepts requests through its online PIA form, a downloadable form, mail, email, fax, or hand delivery. The county warns that its central process does not itself hold accident or arrest records, so a request for a jail booking or release transaction should identify Sheriff Craig A. Robertson’s office or the Detention Center as the likely custodian. A narrow request is easier to locate and review.
- Give the full name, known aliases, inmate or booking number, and a focused date range. Add a lawful date of birth only when needed to distinguish records.
- Ask for an existing booking-and-release sheet, movement log, or release transaction. Name the fields needed, including date, time, type, authority, destination, and case reference.
- Request an electronic copy and ask for a cost estimate before chargeable work begins. Allegany County does not charge for the first two hours of employee search and preparation time.
- Keep the acknowledgment and any notice of delay. Maryland law generally requires a prompt response and, in any event, action within 30 days. Extra written notice applies when more than ten working days are needed.
- If part is denied, ask for the legal basis, review rights, and all segregable portions that can be disclosed.
The county PIA contact listed in the research is Maddie Taylor, Legal Secretary, County Attorney’s Office, 701 Kelly Road, Cumberland, MD 21502; 301-777-5823; mtaylor@alleganygov.org; fax 301-724-6970. The Detention Center is at 14300 McMullen Highway SW, Cumberland, MD 21502, and its phone is 301-729-8540. No public records counter hours were posted, so call before an in-person visit.
The county request instructions show the official channels and fee rule.
This county screen is the starting point for a focused historical release request when the current-held portal no longer returns the person.
Maryland Rules for Allegany Releases
The Maryland Public Information Act appears mainly in General Provisions Article, Title 4. Section 4-201 supplies the general right of inspection. Sections 4-202 and 4-203 govern requests and timing, while §4-206 addresses fees. The Maryland Attorney General’s PIA materials explain the process. The presumption of access applies to existing records, not to a demand that the Sheriff create a new 24-hour or 72-hour list that does not exist.
Retention of the underlying release transaction cannot be inferred from web visibility. Allegany County’s portal is current-only, and the reviewed sources gave no published number of days that a former detainee remains online or a fixed retention period for the historical transaction. Ask the custodian which schedule governs the particular record. Sealing and expungement may lawfully change public access. Maryland Courts provides official expungement information and forms. Juvenile, sealed, or expunged data should not be rebuilt from another source to bypass those limits.
Release alone does not erase a court or custody record. A valid sealing or expungement action changes access under its own legal rules.
Preparing for Allegany County Release
The Allegany County Detention Center documents a local re-entry coordinator who provides case management and referrals for people completing jail sentences. The official description includes help with season-appropriate clothing, birth certificates, Social Security cards, and medical assistance. These are concrete forms of release preparation, not a guarantee that every person receives every service. They also explain why an actual discharge can involve more than the moment a court signs an order.
Foundational documents can matter soon after release. A person should keep the release paper, property receipt, and supervision instructions together when available. The record should be read for the releasing authority, any next custodian, and any reporting direction. If the event is a transfer, the next facility’s rules control contact and property handling. If community supervision begins, the appropriate state or federal office becomes the source for reporting terms.
The official Detention Center page shows Allegany County’s local re-entry setting.
The page’s practical document and clothing support is distinct from the Sheriff’s later role as custodian of the historical release transaction.
Correcting Allegany Release Records
Foundational identity documents obtained during release preparation are separate from custody and court records, so an error must be routed by record type. A wrong booking or release entry belongs with the Allegany County Sheriff or Detention Center custodian. Include the inmate number, booking date, release date, and a precise description of the claimed error. A wrong judicial disposition belongs with the clerk of the court that entered it. A sentence calculation or state-prison discharge issue belongs with DPSCS. These routes should remain separate because one office generally cannot rewrite another agency’s record.
Keep copies of the source documents that support the correction. A court order may explain why a jail event occurred, but the jail transaction is still the direct record of when county custody changed. A supervision record may show that a person reported after release without proving the exact gate time. Matching the records builds a sequence. It also makes any correction request specific enough for the custodian to locate and evaluate.
Find Released Allegany County Inmates
Finding one person begins with the last confirmed custodian. The county portal is useful for establishing that someone is still at the Detention Center, but it is not an archive of Allegany County released inmates. Save exact dates, displayed status words, and identifiers. Then use independent records to determine what happened next.
- Search the Allegany County current-inmate portal by last name or nickname. Add first name, sex, or race only to narrow the result.
- If the person was previously active, check Maryland VINELink and any Sheriff-app status alert. A no-match alone is not proof of release.
- Read the related Maryland Judiciary Case Search docket for bail, commitment, sentence, probation, dismissal, or later violation entries.
- If the court record shows a state commitment, use DPSCS. If it shows a federal matter, use the BOP locator. Use ICE only when facts support an immigration transfer.
- Call the Detention Center for present operational status, then request the release or movement transaction for durable historical proof.
A name dropping off the current-held roster is a lead. Only the release, transfer, court, or receiving-custodian record explains the change.
The 24-Hour Release List page explains the county’s lack of a same-day public feed. The Projected Release Date page addresses forward-looking sentence calculations. Neither a missing roster result nor a projected date is a completed release event.
DPSCS Search for Allegany Releases
Maryland DPSCS calls its public tool the Incarcerated Individual Locator. Its limitation is crucial. The locator is designed to show the institution for covered people who are currently incarcerated. DPSCS expressly says people no longer in custody for any reason, including release or escape, are not listed. It does not provide a public former-prisoner result, released status, discharge date, supervision status, or projected date field in the reviewed interface.
| Public search item | Documented scope | What it cannot prove |
|---|---|---|
| First name | Visible locator input | Identity without corroboration |
| Last name | Visible locator input | Lawful release when no result appears |
| Institution location | Purpose stated by DPSCS for covered current custody | Historical discharge or future release date |
A former NBCI or WCI prisoner may therefore disappear from the public state locator after discharge. Use a DPSCS PIA request, the commitment court docket, Maryland Parole Commission documents, VINE event information available to the registrant, and Division of Parole and Probation records. Ask for the custody summary, actual release or discharge date, release type, and disclosable sentence-calculation fields.
The official locator page visibly states the former-custody limit.
That warning prevents a blank state search from being treated as a released or discharged result.
Allegany County Recent Releases
No official 24-hour or 72-hour released-inmate feed was found on the county website, inmate portal, or public Sheriff-app description as of the research check. The website lists people currently held. It offers no release-window filter, release archive, or stated update cadence. The app promises inmate search and inmate change-of-status notifications, but it does not promise a historical release gallery. Anyone needing a same-day or three-day set should ask whether an existing daily release report or set of release transactions exists.
The fallback chain is the Sheriff app alert, Maryland VINE, the Detention Center at 301-729-8540, Case Search, and a focused PIA request. Specify the date range and request existing records. Maryland’s PIA does not require the Sheriff to build a new list. A previously captured alert can help identify a time window, but the county release transaction remains the stronger historical record.
Courts Confirm Allegany Release Context
The county inmate detail page directs users to the District Court of Maryland for final charge dispositions. That instruction is strong evidence that the jail charge block is not the last word on the case. Allegany County matters may also appear in Circuit Court, and one person can have more than one case number. Read the chronological docket and the final disposition. A charge label from booking does not reveal whether the case later ended in dismissal, conviction, probation, commitment, or another result.
Court data and custody data answer different questions. A release order explains authority, while the jail transaction records when county custody changed. A DPSCS commitment may explain why the person vanished from the local roster without entering the community. When dates appear to conflict, compare the signed order, docket event, and custodian record rather than choosing the most convenient result.
Allegany County Release Supervision
Parole and probation both allow community living under conditions, but they arise differently. Probation is imposed by a court. Parole follows a correctional sentence through the Maryland Parole Commission process. Mandatory release can also place a state prisoner under conditions through the maximum expiration date. The live county roster does not verify any of these statuses.
Use the DPSCS Division of Parole and Probation, the governing court record, and Maryland Parole Commission documents as appropriate. The Cumberland field-office route serves local Maryland supervision. Federal supervised release after FCI Cumberland is handled through the federal court system, not Maryland DPP. The Parole & Probation page gives the verification sequence and explains discharge, violations, and the difference between the systems.
Allegany Release Alerts and Locators
Maryland VINELink can provide custody-event notifications for participating custodians. It works best when registration occurs while the correct person is still visible. A released or out-of-custody message may appear, or the record may stop returning, depending on agency data and retention. Preserve the exact alert language and then confirm it with the responsible jail or DPSCS record. The county’s Allegany County Sheriff MD app supplies a second local change-of-status channel for county inmates.
Federal records require different tools. The BOP Inmate Locator may show a release date and a “Released” or “Not in BOP custody” result for former federal prisoners whose records fall within its coverage. A BOP release does not rule out later state, local, immigration, or supervision obligations. The ICE Online Detainee Locator is a current locator, not a general historical release archive. No official source reviewed identified the Allegany County Detention Center as an ICE contract facility, so ICE is a fact-driven fallback, not a substitute county search.
Which Cumberland Release System Applies
Four confinement systems cluster in and near Cumberland. The county Detention Center is at 14300 McMullen Highway SW. NBCI is at 14100, while WCI is at 13800. FCI Cumberland is nearby on Burbridge Road. Address and agency, not the word “Cumberland,” determine the correct release path. Older material may also blur NBCI and WCI because NBCI opened as part of WCI in 2003 and became independent in 2008.
| Last known custodian | Current status source | Historical release source |
|---|---|---|
| Allegany County Detention Center | County current-held portal | Sheriff release or movement transaction |
| NBCI or WCI | DPSCS current locator | DPSCS discharge, sentence, parole, and supervision records |
| FCI Cumberland | BOP locator | BOP result, federal records, and federal court supervision record |
| Green Ridge Youth Center | No public adult search | Authorized DJS, lawyer, guardian, and juvenile-court channels |
Guardian Does Not List Releases
The Allegany County Detention Center advertises Guardian RFID for real-time in-custody management. No public Guardian release feed was documented. Internal tracking technology does not create a public update guarantee, release archive, or public gate-time search. The boundary matters because a facility can track movement closely inside its walls while publishing only a current roster outside them.
Use the Sheriff app or Maryland VINE for event alerts when offered, then obtain the official release or movement transaction. Do not describe Guardian RFID as a public search source. Its presence says nothing about how long a former detainee remains visible on the web portal.
Browse Allegany County Release Facilities
Each facility page follows the record system that governs release from that location. The county jail page covers the Sheriff transaction, app, VINE, and court sequence. The two state-prison pages use DPSCS and Maryland supervision records. The federal page uses BOP and federal court sources. Green Ridge is limited to confidential juvenile channels.
- Allegany County Detention Center: county jail release or transfer records
- North Branch Correctional Institution: Maryland state custody, transfer, parole, or discharge
- Western Correctional Institution: DPSCS custody and discharge records
- FCI Cumberland: federal prison and satellite-camp release records
- Green Ridge Youth Center: confidential juvenile discharge and aftercare channels
No adult current-inmate search should be used to expose youth records. The correct facility choice protects both accuracy and lawful record boundaries.
