North Branch Release Paths
North Branch Correctional Institution, or NBCI, is a maximum-security Maryland state prison. The Maryland Department of Public Safety and Correctional Services, known as DPSCS, controls its custody records. A departure from NBCI can mean transfer within DPSCS, parole release, mandatory release, sentence expiration, a court-directed change, or delivery to another lawful custodian. Only some paths put the person into the community.
A transfer ends custody at one building while state incarceration continues. That is why a last known NBCI location cannot be turned into a release claim merely because the institution changes. A parole grant also is not the gate time. Release planning, conditions, a home plan, a detainer, or other processing may separate the Maryland Parole Commission decision from physical departure.

The release record should identify the actual date, release mechanism, institution, and any receiving authority that is disclosable. A projected date is a forward-looking calculation. It must not be restated as a completed North Branch Correctional Institution discharge.
Confirm North Branch Releases
The DPSCS Incarcerated Individual Locator is a current-location tool. Its visible public fields accept first and last name. DPSCS says the service does not include everyone in custody and expressly omits people no longer in custody for any reason, including release or escape. It does not provide a public historical “Released” result, actual release date, supervision status, or projected-release field.
- Search the DPSCS locator by the person’s first and last name, accounting for known spelling variants.
- Confirm the institution when a result appears. A location outside NBCI may be a state transfer, not community release.
- Check Maryland VINE for an event notice when registration existed before the custody change.
- If parole applies, obtain the Maryland Parole Commission decision and identify any conditions or further processing.
- Check the Division of Parole and Probation for the proper field-office route when state supervision follows.
- Request the completed DPSCS custody summary and discharge transaction for historical proof.
A no-result screen proves only that the public locator did not return the person at that time. Coverage limits, spelling, release, escape, or another record issue may explain the absence. Maryland VINE is also secondary. DPSCS warns that VINE does not send notice for every transfer between state institutions. Preserve any alert, then reconcile it with the state record.
DPSCS also publishes a current-custody telephone fallback through Data Processing at 410-585-3350, 410-585-3351, and 410-585-3352. The agency advises having race, sex, full name, date of birth, and Social Security number if known. That route can assist with a present placement question, but it is not a former-prisoner discharge index. Historical confirmation still requires the DPSCS record request, the governing court or parole authority, and any supervision record that followed.
The Allegany County released inmate search separates county, state, and federal custody routes. That distinction matters because Sheriff Craig Robertson’s Detention Center portal covers current county detainees, not people committed to NBCI.

Call before an in-person visit because no public-record counter hours were supplied in the research. Provide the full name and DPSCS or SID number where known.

The first two search and preparation hours are listed as free. DPSCS lists $0.50 per page after two pages, another $0.50 per page for certification, and postage when applicable. An estimate and advance payment may be required. Request electronic delivery and offer a narrow date range.

The official screen confirms NBCI as a DPSCS institution. It does not convert the facility page into a released-prisoner search or historical discharge index.
NBCI holds sentenced people under Maryland state authority. Allegany County’s jail roster has no role in an NBCI discharge, even though the prison and county detention center share the McMullen Highway corridor. County jail bond blocks, local booking photographs, and Sheriff release sheets do not describe state-prison custody.

If parole was involved, add the Commission decision and DPP assignment. If a court changed the sentence, add the relevant court order. Each source documents a distinct part of the sequence.
North Branch and Western History
NBCI’s official history says it opened in 2003 as part of Western Correctional Institution and became an independent operation in 2008. That history explains why older records or informal descriptions may blur the two institutions. Current research must use the institution name and state identifier that appear on the actual record.
The two prisons are close. NBCI is at 14100 McMullen Highway SW, while Western Correctional Institution is at 13800 McMullen Highway SW. A general reference to “the Cumberland prison” does not establish which facility held the person. The Western Correctional Institution release record route uses the same statewide custodian but a separate institution identity.
This local cluster also includes the Allegany County Detention Center and nearby FCI Cumberland. They belong to county, state, and federal systems. Address, agency, sentence, and identifier determine the correct path. Physical proximity does not permit one locator to stand in for another.
North Branch Parole and Supervision
The Maryland Parole Commission is the state decision body for parole within its authority. The DPSCS Division of Parole and Probation, or DPP, supervises people in the community on parole, mandatory release, probation, and other assigned statuses. A North Branch prisoner can leave the institution yet remain subject to state conditions.
Parole eligibility, a hearing, an approval, physical release, and discharge from supervision are separate events. The Commission identifies refuse, rehear, and approve outcomes. Approval can still depend on a home plan, programs, conditions, or other release processing. Confirm the written result first, then obtain the DPSCS release transaction.
Maryland has no complete public name-by-name parole or probation roster. Use the person’s papers, the Commission record, the governing court record, and the DPP office route. Staff may limit nonpublic case details. Do not infer absconding from a missed contact or an unavailable online result; that status requires an official record.
North Branch Release Dates
Maryland sentence calculations can include the sentence commencement date, court-awarded jail credit, concurrent or consecutive terms, and diminution credits. Diminution credits may include good-conduct, work, education, and special-project credits under the rules that apply to the offense, sentence, and date. Maryland does not impose one universal requirement that every prisoner serve 85 percent.
A maximum expiration date, projected date, parole eligibility date, and actual discharge date answer different questions. Credits can be revoked or restored. A new sentence, detainer, court amendment, corrected jail credit, or administrative correction can move a projected date. The DPSCS public locator does not expose a historical release result or projected-date field.
