FCI Cumberland Federal Release Paths
FCI Cumberland is a Federal Bureau of Prisons institution with a minimum-security satellite camp. Leaving the main institution does not always mean that federal custody ended. A person may move to the camp, another BOP prison, a residential reentry center, home confinement, or another authority. Each event has a different legal and practical meaning. BOP remains the source for its own custody classification.
A true BOP release record may show a release date and wording that the person is no longer in BOP custody. Even then, the entry speaks only to the federal custody component. A state, local, or immigration agency may take custody next when a lawful basis exists. The federal court may also impose supervised release, a court-ordered term overseen in the community by the U.S. Probation Office. Supervised release is not Maryland parole or probation.
For that reason, the point of confirmation is not merely “left FCI Cumberland.” The useful questions are whether BOP custody ended, where the person went next, whether another authority assumed custody, and whether federal supervision began. The locator result, BOP field explanation, federal court docket, and any later custodian record supply those parts.
Important: Transfer, community confinement, and supervised release are distinct events, so none should be relabeled as an unconditional community release.
Search FCI Cumberland Release Records
The BOP Inmate Locator is the principal public search for someone held at FCI Cumberland. It covers federal prisoner records from 1982 to the present. A BOP register number is the best starting point when known. The search also offers DCDC, FBI, and INS identifier routes, as well as a name search that can be narrowed with race, sex, and age.
- Confirm that the person was in BOP custody rather than only held for the U.S. Marshals Service.
- Search by BOP register number when available. Otherwise use the full name and all reliable narrowing fields.
- Compare the register number, age, race, and sex before selecting a record.
- Record the exact location or status, release date, and date the locator was checked.
- Read the BOP field guide before interpreting “Released,” “Unknown,” “In Transit,” or community corrections wording.
- Check the federal court docket for the sentence and any supervised-release term.
- If another custodian is supported by the record, verify that custody through that agency.
The official BOP locator field instructions show how federal release and location fields are defined.
The field guide is essential because a locator label may describe BOP custody without resolving later confinement or federal court supervision.
If no result appears, try a lawful name variant and check the identifier. Records earlier than 1982 may require National Archives research. A missing BOP result also can mean the person was a federal pretrial detainee under USMS authority and had not entered the BOP system. It is not proof of release.
Read FCI Cumberland Release Results
BOP results can display a name, register number, age, race, sex, release date, and location. Identity comes first. A correct name with the wrong register number or age may be a different person. Once the record is matched, preserve the exact capitalized status and the observed date rather than converting it to a broader claim.
| BOP field or status | Careful interpretation |
|---|---|
| RELEASED | The person is no longer in BOP custody according to the locator. |
| Past release date, no facility | BOP reports departure from its custody on that date. |
| Not in BOP custody | The person is outside BOP custody, but later custody by another authority remains possible. |
| IN TRANSIT | Movement within or through the federal system, not release. |
| UNKNOWN | The confinement term is undetermined, not proof that custody ended. |
| Community Corrections Management | A community placement or administrative classification that does not necessarily mean the sentence is finished. |
A release date answers when BOP reports that its custody ended. It does not establish that the person had no state warrant, local detainer, immigration process, or later sentence. “Not in BOP custody” has the same limit. When the distinction matters, match the locator to the court docket and any receiving-agency record.
Note: Save the register number with the result because names alone are not enough to distinguish every federal prisoner with a Cumberland connection.
FCI Cumberland Transfers Are Not Release
FCI Cumberland includes the correctional institution and its satellite camp. Movement between them is still within the federal system. A transfer to another BOP facility also continues BOP custody. The same caution applies when the locator shows “In Transit.” None of those entries establishes that the person entered the community. A residential reentry center or home confinement can place someone outside the prison grounds while the federal sentence and BOP authority continue. “Community Corrections Management” therefore should be read as a BOP location or classification clue, not as proof that the sentence expired. The locator and federal case record must be read together.
Supervised release begins under the authority of the federal sentencing court when imposed. The U.S. Probation Office, not Maryland’s Division of Parole and Probation, administers it. Physical release from BOP custody and completion of all federal legal obligations are different milestones. A person can be released by BOP and still remain subject to federal court conditions.
The BOP facility and custody overview provides the federal institutional context for these distinctions.
The overview reinforces that custody classification follows the federal agency, not the county or state in which a facility is located.
FCI Cumberland Records and Contact
The official facility page identifies FCI Cumberland and its satellite camp as BOP facilities. Direct operational questions to the institution, but use the locator and federal records for a release determination. No public counter hours were established in the research, so call before planning an in-person visit. The county PIA process and Maryland DPSCS records office do not control federal prison records.

The official FCI Cumberland source shows the institution and camp information used to identify the correct federal facility.
The facility screen supplies the correct institution identity and contact route, while the BOP locator supplies person-specific release and location fields.
For a fuller historical record, begin with the BOP record and locator guidance, then obtain the federal court file tied to the sentence. Ask for an existing record rather than an agency-created explanation. The most useful facts are the register number, institution, status, release date, transfer destination if available, and the court case number. Older federal custody research may need the National Archives when the record predates the locator’s 1982 coverage.
Which Cumberland Facility Held Them?
Four confinement systems cluster in and near Cumberland. The Allegany County Detention Center is a county facility operated by Sheriff Craig Robertson’s office on McMullen Highway. North Branch Correctional Institution and Western Correctional Institution are Maryland DPSCS prisons on the same corridor. FCI Cumberland is a federal prison on Burbridge Road. A search that says only “Cumberland inmate” does not identify the custodian.
Older material can add more confusion because North Branch opened as part of WCI before becoming an independent operation. The agency, register or inmate number, and street address resolve the correct path. A BOP register number points toward federal records. A DPSCS identifier and NBCI or WCI placement belong to Maryland. A county booking number belongs with the Detention Center.
Address and agency matter more than the city name. Someone who left WCI should not be searched as an FCI Cumberland release, and someone with a BOP release date should not be routed to the sheriff. The North Branch release record page uses the separate Maryland state-prison path. Keeping those records apart is the simplest defense against a false release claim.
Verify FCI Cumberland Federal Release
The U.S. Marshals Service often controls federal defendants before BOP designation and can place them in local, state, or contract facilities. USMS does not offer a broad public historical prisoner locator like BOP. When the person never appears in the BOP search, use the federal court docket, defense counsel, the detaining facility, the appropriate USMS district office, and any later BOP record. Absence from BOP cannot be turned into a release date.
ICE is a separate path and should be checked only when facts support an immigration handoff or detention. The ICE locator is not a routine substitute for the BOP search. A documented transfer from BOP to ICE means federal prison custody ended, but it does not mean the person entered the community. Verify each custody event with the agency that held the person.
Start with the exact BOP result and register number. Then read the federal docket for the sentence and supervised-release terms. If another sovereign took custody, obtain that agency’s record. If the result is old, preserve the observation date and use BOP or archival records for confirmation. The Allegany County released inmate search distinguishes the county, Maryland, federal, and immigration routes when the correct custodian is still unclear.
Final confirmation requires two aligned records whenever possible: the BOP entry documenting departure from federal custody and the court or receiving-agency record explaining what followed. That pairing distinguishes release from transfer and separates BOP custody from federal supervision.
